The policy, recently approved by the state cabinet, doesn’t stop at big numbers. It outlines a concrete framework for transforming Goa’s budding entrepreneurial ecosystem into a well-oiled growth engine, with a strong focus on women entrepreneurs and inclusive growth.

First notified in October 2021 and reaffirmed in August 2022, the revamped Startup Policy 2025 builds on lessons learned over the past few years. It comes with clear, measurable targets:

  • 1,000 startups to be nurtured across sectors.

  • 10,000 Goans to find direct employment in these ventures.

  • 100 startups to gain access to venture funding for scaling up.

  • 50 startups to actively collaborate with government departments on innovation-driven projects.

As of now, 279 startups have already been certified under the state’s startup schemes, with ₹4 crore in incentives disbursed so far.

Empowering Women & Underrepresented Entrepreneurs

In an ecosystem where women still make up a minority of founders, Goa’s policy takes a proactive stance.
