Haryana Become Next Startup Hub? CM Saini’s Vision

What makes a state the ideal destination for startups? Is it funding, infrastructure, or government support? As the Indian startup ecosystem continues to thrive, can Haryana position itself as the next big hub for innovation and entrepreneurship?

Haryana Chief Minister Nayab Singh Saini believes so. Speaking to a group of startup entrepreneurs, Saini outlined his government’s ambition to establish Haryana as a pivotal player in the national startup ecosystem. He emphasized the state's alignment with flagship initiatives such as Make in India and Startup India, which aim to propel the country's economic growth and innovation landscape.

“We are committed to making Haryana a distinguished hub of innovation and entrepreneurship,” Saini said, as per PTI. “This initiative will not only generate economic opportunities but also empower the youth to build a brighter future.”

Tripling the Startup Count in Haryana

The CM stressed the need to triple the number of startups in the state. In a recent post on X (formerly Twitter), Saini shared that Haryana is rapidly becoming a preferred destination for startup incubators, investors, and other stakeholders in the entrepreneurial ecosystem. He assured that the state government is well-equipped financially to support this ambitious growth.

“The youth of Haryana, armed with innovation and determination, will bring glory to the state,” he remarked, adding that upcoming policies will focus on creating a conducive environment for budding entrepreneurs.

Budget 2025-26: A Startup-Centric Approach

The Haryana government is gearing up to unveil a startup-focused agenda in the 2025-26 state budget. According to Saini, these initiatives will offer young entrepreneurs guidance, financial aid, and resources to establish and scale their businesses.

In a bid to ensure inclusivity, the government is inviting suggestions from citizens, industrialists, and stakeholders. Saini encouraged startup founders to actively contribute ideas, promising that their inputs would shape the forthcoming policies.

The Chief Minister reiterated that Haryana’s developmental goals align with Prime Minister Narendra Modi’s vision of transforming India into a developed nation by 2047.

“We aim to position Haryana as a developed state through our policies that support industrial growth and foster entrepreneurship,” he said.

Expanding the Startup Ecosystem Beyond Metro Cities

Saini highlighted the role startups play in reviving traditional industries, adding that their potential extends beyond the metro cities. Over the years, India’s startup ecosystem has evolved to include tier II and tier III cities, emerging as new entrepreneurial hotspots.

Recent reports show cities like Hyderabad, Pune, and Chennai leading the pack in startup growth outside traditional hubs like Bengaluru, Delhi NCR, and Mumbai. Hyderabad secured the highest number of deals since 2014, while Pune and Chennai outperformed in total funding, each securing $4.7 billion.

Notable emerging hubs also include Ahmedabad, Jaipur, Kolkata, Indore, Kochi, Chandigarh, and Vadodara. Collectively, these cities have attracted more than $15.5 billion in funding through over 1,570 deals since 2014, according to Inc42.

As Haryana embraces policies to nurture innovation and entrepreneurship, the state has the potential to emerge as a key contributor to India’s thriving startup ecosystem. With robust government support, abundant resources, and a growing entrepreneurial spirit, Haryana’s future as a startup hub looks brighter than ever.

The big question remains: Will Haryana be the next Bengaluru? Only time—and the determined efforts of its startups—will tell. To know more about Indian Startup Ecosystem, stay tuned with TICE.
