During the parliamentary discussion, Shri Vaishnaw underscored the growing global concerns about misinformation and fake narratives proliferating through social media. He pointed to the complex challenge of ensuring accountability for social media platforms without infringing on the democratic right to free speech.

“Social media accountability is a significant challenge that societies across the world are grappling with, especially in the context of fake news,” he remarked.

The Minister emphasized the need for a societal and legislative consensus to strike this balance.

“If the House and society as a whole agree, we can consider bringing a new law to address these challenges while preserving the democratic values of free expression,” he added, signaling the government’s openness to crafting new legislation based on public and parliamentary support.

Driving Ethical AI Innovation Under the India AI Mission

Pivoting to the subject of AI governance, Shri Vaishnaw detailed India’s ambitious initiatives to tackle the ethical and privacy concerns emerging with AI technologies. Under the aegis of the India AI Mission, the government has launched eight indigenous projects under the Safe & Trusted AI pillar. These projects aim to develop solutions for AI bias, privacy, and explainability, positioning India as a leader in ethical AI innovation.

1. Machine Unlearning: IIT Jodhpur is pioneering techniques to ensure generative AI models can ‘forget’ sensitive data, enhancing user control over personal information.
2. Synthetic Data Generation: IIT Roorkee is working on synthetic data methods to reduce biases in AI systems, creating more inclusive datasets.
3. AI Bias Mitigation in Healthcare: NIT Raipur is addressing biases in healthcare AI, ensuring equitable outcomes in critical health services.
4. Explainable AI Frameworks: DIAT Pune and Mindgraph Technology Pvt. Ltd. are developing privacy-preserving tools that make AI decisions more transparent and trustworthy.
5. Privacy-Centric AI Models: IIT Delhi is creating robust machine learning models focused on safeguarding user privacy.
6. AI Governance Tools: Amrita Vishwa Vidyapeetham is crafting frameworks to assess AI risks and improve transparency.
7. Ethical Certification for AI Models: IIIT Delhi is designing assessment tools to evaluate fairness and equity in AI algorithms.
8. Algorithm Auditing with ParakhAI: Civic Data Labs is developing an open-source participatory framework for auditing AI algorithms.
