For decades, Bihar has battled stereotypes—underdeveloped infrastructure, lack of private investment, and a perceived brain drain. But over the last few years, things have quietly been shifting. At the center of this new wave is the Biscomaun Tower, once known primarily as a commercial building, now rapidly emerging as a modern IT park. The tower is being transformed into a startup haven—fully equipped, centrally located, and buzzing with entrepreneurial energy.

As part of the latest initiative, the state government has allotted office space rent-free for six months to ten handpicked startups. These early-stage ventures span across different tech domains—software development, green electronics, civic-tech, and platform-based services—each bringing something new to the table.

Here’s a look at the ten startups that have made it to the list:

These startups will operate from the 9th and 13th floors of Biscomaun Tower, now equipped with full-scale facilities such as dedicated cabins, air conditioning, high-speed internet, cafeteria access, parking, and even security and housekeeping—all at no cost for the first six months.

More Than Just Free Space—A Policy-Driven Push

At the heart of this initiative lies Bihar’s newly minted IT Policy 2024, spearheaded by the Department of Information Technology. According to officials, the policy has already attracted investment proposals worth a staggering ₹4,000 crore—a promising start for a state once starved for tech investment.

Minister for Information Technology, Krishnandan Kumar Mantu, who handed over the keys during the ceremony, highlighted the deeper purpose behind the initiative. “We’re not just giving space. We’re building an ecosystem. Through capital support, employment incentives, and subsidies, the Bihar IT Policy aims to fuel innovation and create thousands of jobs,” he remarked.

The Bigger Picture: Biscomaun Tower as a Startup Beacon

This isn’t the first time Biscomaun Tower has opened its doors to startups. Prior to this, 13 other startups had already been allotted space under earlier phases of the policy. What’s emerging now is a community of innovators, all working under one roof—collaborating, cross-learning, and co-creating a new narrative for Bihar.

The state government has designed this setup not just for convenience but for real impact. Startups get an initial six-month free allotment. If they show measurable progress—be it in product development, user traction, or fundraising—the support can be extended for another six months.

According to IT Secretary Abhay Kumar Singh, “This isn’t charity. It’s strategic investment in talent. We believe that by removing infrastructural bottlenecks in the early stage, we can catalyze long-term success.”

Why is this important? Because building a startup in Bihar comes with its own unique set of challenges—limited investor presence, relatively smaller talent pools, and fewer incubators compared to metros like Bengaluru or Hyderabad. By offering infrastructural and policy support, the government is trying to bridge that gap and level the playing field.
